Seattle Police Detective Donna Stangeland's 'Gender Theory' which guided her investigation of Charlie Y. Cheng's case has been documented on page 23 of the court-approved transcript (see below FACT-72) , as : "A NORMAL MAN WOULD MAKE A MISTAKE WHEN SEEING AN ATTRACTIVE/BEAUTIFUL WOMAN. " See below page 23 of "Telephone Interview of Charlie Cheng (me)" dated June 9, 2006 (FACT-72, lines 7-8; lines 15-16).

According to DOH (Department of Health) investigator Todd M. Terhaar's 07/17/2006 report to the Secretary of Department of Health, on 07/12/2006, Seattle Police Detective Donna Stangeland "submitted a copy" of my statement to him.
Mr. Terhaar's wrote, "Review of the letter found that the respondent signed it 'Charlie Y. Cheng,The Victim.' (See FACT-69 below)

On 06/05/2006, Mrs. Victoria Forester Courtland ("V.C.") made a false sex-assault report to the Seattle Police Department (SPD) to hurt my good reputation because I rejected her two requests in her 12/21/2004 visit: (1) V.C. asked me to grant her an exclusive right to write my story - V.C. learned that retired English professor Alexander J. Maxwell was going to write the same story that she's going to write about me because in 2001 V.C. asked me to have photos taken for her future book about my story, but she didn't contact me again since her the last visiting on 07/02/2002, ; and, (2) I did not allow her to use our 2001 picture (see FACT-31) that showing she and me shaking hands in front of my clinic sign.
On 06/09/2006, Seattle Police Detective Donna Stangeland called me, and asked me to admit the alleged sexual crime being fabricated by V.C. (See FACT-72 , lines 20-22, supra).
In the 06/09/2006 telephonic interview, Detective Stangeland repeatably claiming that she believes that Victoria Courtland told the true and I lied (infra). I denied Detective Donna Stangeland's false accusation and her discrimination against man right away (infra).

In the 06/09/2006 telephonic interview, I told Detective Donna Stangeland, "In the case of Victoria ... I never touched her genital area as alleged because there's no need from a treatment point of view." (See FACT-72 , lines 1-5, supra).
According to Detective Stangeland, if I say 'sorry', it would make accuser Mrs. Victoria Courtland "very happy"; and "that's something that's important to her." (See FACT-72 , lines 12-13, supra).

During the 06/09/2006 telephonic interview,Detective Donna Stangeland said, "Victoria has no reason to lie. [But you do]." ((See FACT-72 , lines 25, above). Detective Stangeland's theory was: "You're a normal man, and she is an atractive woman." (See FACT-72 , lines 7-8, above) and, "you're a normal man, she's a beautiful woman." (See FACT-72 , lines 15-16, supra).
Detective Donna Strangeland actually met Victoria on 07/28/2006 (See FACT-73 , lines 11-18, below). I have no clue why would the detective tell me that V.C. was "an attractive" and "beautiful woman" on 06/09/2006, the day she hadn't met V.C. in person yet?

Victoria Courtland told the Court on 05/31/2007 that in December-2004 she flew to Seattle from the East Coast to see me for her "uterine prolapse" (see below FACT-78).
But, Detective Donna Stangeland told the Court a different story on 06/06/2007, "She (Victoria) told me that she had not been diagnosed with uterine prolapse at the time she saw him." " (see below FACT-78).

Victoria Courtland ("V.C.") made a malicious report to the Seattle Police Department that she had been sexually assaulted by Charlie Cheng (me) during treating her 'uterine prolapse'. Detective Donna Stangeland knew the fact that V.C. didn't have the so-called uterine prolapse during her December-2004 visit.
Thus, Detective Donna Stangeland didn't ask me to submit V.C.'s medical record to her (see FACT-77 below).

I had been charged based on Detective Donna Stangeland's theory (see FACT-72 supra) and her own feelings (see FACT-80 below).

- 06/06/2006, Det. Stangeland found the Department of Health and Charlie Y. Cheng's 11/13/2001 "AGREED ORDER" , a official conclusion for Kathy's, Bonnie's and Cheryl's baseless 1998 allegations. The AGREED ORDER stated that the 1998 allegations was a retaliation of Kathy's because Charlie Cheng refused to continue to treat her. (Note: In Detective Donna Stangeland's 06/30/2006 CERTIFICATION OF SUPPORT THE PROBABLE CAUSE, she used the 1998 allegations as 'Count One' charge against Charlie Cheng.)
- 06/07/2006, Victoria Courtland provided to the Detective the names and phone numbers, his husband Matt, her friend Karen O., her sister Susan Forester Goodall and Dr. Howard Blum's phone number as her witnesses - Mrs. Courtland claimed that she'd told these people that I sexually touched her in December of 2004.
- 06/07/2006, Det. Stangeland "spoke briefly to Matt Courtland." Mr. Courtland asked the detective to call him on 06/09/2006.
- 06/09/2006, Det. Stangeland called Matt Courtland. Matt didn't remember the date of the 'incident'. Victoria Courtland also cannot recall the date of so-called 'incident'.
- 06/13/2006, Det. Stangeland "sent a request to Crime Record, asking for" accuser Kathy's 1998 report. but it has "been purged."
- 06/16/2006, Det. Stangeland called Victoria's sister Susan Forester Goodall. Susan didn't remember the date Victoria told her about the alleged 2004 'incident'.
- 06/26/2006, Det. Stangeland called Victoria's friend Karen. Donna Stangeland wrote: "Karen doen't remember specifically what kind of contact it was, or if Courtland even told her what Dr. Cheng did."
- 06/29/2006, Victoria Courtland faxed her bank's 'Consolidated Statement for 12/09/04-01/10/05. It appears the date of 12/31/04 would be the date the bank processed the checks, rather than the date they were issued." Victoria Courtland didn't provided the copies of her three checks #1138, #1139 and #1140 to the Detective but they had been discovered by Defense attorney Scott J. Engelhard.
- 06/30/2006, Det. Stangeland talked with Dr. Howard Blum. She wrote: "He doesn't remember a conversation with Victoria Courtland about this incident. (Courtland reported that she asked Howard Blum about possible cultural reasons for the touch)"
